But a new Martin Center article provides a welcome counter-example — the Howling Cow Ice Cream operation at North Carolina State.

Jenna Robinson writes of this useful, cost-covering mini-business: NC State began, after all, as the North Carolina College of Agriculture and Mechanic Arts.

Today, NC State offers bachelor’s degrees in animal science, poultry science, agriculture and environmental technology, and food science, and has a large College of Veterinary Medicine.

The school’s Lake Wheeler Road Dairy Research and Teaching Farm has long been the site for students to learn about dairy farming, including hands-on experience in raising and milking cows.

Howling Cow is only sold on campus and at the North Carolina State Fair and therefore stays within the boundaries of the statute that keeps the universities from competing with the private sector.

For decades, students have been coming to North Carolina State University to learn the trade — how to raise cows, take their milk, pasteurize it, process it, and turn it into everything from 2 percent to ice cream and cheese.

Cartwright runs the Dairy Enterprise System at N.C. State, which takes the raw milk from the farm out near Lake Wheeler, makes it drinkable, and sends it off to dining halls and state prisons.

So Cartwright and others figured that if they could sell their ice cream, their students would learn a valuable lesson, and all of that ice cream wouldn’t go to waste.

Other universities with dairy programs, like Penn State, Cornell, and Wisconsin, all had retail ice cream shops powered by their own collegiate cows.

In 2005, with the blessing and support of the state’s dairy industry, the General Assembly gave N.C. State’s dairy an exemption to the act allowing direct sales to the public, so long as the ice cream and other dairy products were sold on campus, and the proceeds went back to support the dairy program.
